Replace an outdated legacy system and create a flexible healthcare platform that could adapt to CDG’s workflows, integrate with diagnostic technologies, and improve the patient experience.

Solution

A custom-built Radiology Information System (RIS) powered by Claris FileMaker, connecting clinical workflows, laboratory systems, imaging systems, medical devices, and a patient portal in one unified platform.

Benefits

  • Streamlined operations with fewer manual processes and reduced administrative workload
  • Faster access to patient information, diagnostic images, and laboratory results
  • Improved data accuracy and efficiency across workflows
  • Enhanced patient experience with instant access to results via the Patient Portal
  • Enabled future-proof scalability to adapt to evolving needs

Founded in 2007 and began providing medical services from 2009, the German Diagnostic Center (CDG) is one of Moldova’s leading private diagnostic centers and outpatient healthcare provider. Powered by Siemens technology, the center offers a comprehensive range of medical imaging, laboratory services, and specialist consultations.

CDG employs more than 140 people, including physicians, medical assistants, engineers, IT specialists, call center operators and administrative staff, all working together to deliver fast, accurate and patient-centered diagnostics to several hundred patients a day.

Modernizing healthcare with a future-proof platform

By 2020, CDG reached a critical operational crossroads. Their legacy Windows XP-based software, Agfa, was no longer supported, incompatible with modern operating systems, and unable to keep pace with their growing needs.

The initial need was simple: replace this aging system with something modern and built to evolve.

They quickly realized that no off-the-shelf healthcare application truly matched their workflows. Every solution they evaluated reflected the regulations, practices and priorities of other countries rather than the way CDG Moldova operated.

Rather than settle for another rigid, one-size-fits-all package, CDG decided to change its approach entirely: move to Apple’s macOS platform, as part of a broader redesign of the clinic experience, and build a solution that could be shaped around its own workflows, with room to keep evolving as needs, regulations, and technology changed.

The breakthrough came from an unexpected source: a CDG doctor who had encountered Claris FileMaker at a Belgian university clinic and mentioned it to management.

Unlike traditional healthcare applications, Claris FileMaker offered exactly what CDG was looking for:

  • A fully customized solution built around their workflows
  • Native support for macOS
  • Rapid development and continuous evolution
  • Easy integration with existing healthcare systems
  • Freedom to add new modules whenever new requirements emerge

A search for a development partner brought CDG to 24U Software, a Claris FileMaker Platinum Partner. The 24U team didn’t just offer software development, they offered a partnership. They physically visited the clinic in Chisinau to observe workflows, understand pain points, and truly grasp what CDG needed.

We found the perfect match of FileMaker’s flexibility, our experience, and CDG’s passion for the best possible patient experience.

The solution: Teal, a custom RIS system

Following several months of onsite workshops, process mapping and requirements analysis, the first production version of the solution was deployed in January 2022.

The solution, named Teal (reflecting the clinic’s brand identity and the soothing colors of modern medicine), is a comprehensive Radiology Information System (RIS) supporting virtually every step of CDG’s patient journey.

Today, Teal includes:

  • Appointment scheduling and planning
  • Reception dashboard
  • Call center management
  • Patient registration and medical history
  • Worklists for medical staff
  • Accounting and invoicing
  • Healthcare diagnostics management
  • Reporting and analytics and management dashboards
  • Patient Portal: A secure, user-friendly portal where patients can instantly access their PDF reports, DICOM images, and lab results.

One of the project’s greatest technical challenges involved integrating multiple healthcare technologies into one seamless workflow.

The team successfully connected Teal with:

  • The Laboratory Informational System (LIS), so test orders and results flow automatically between the two platforms;
  • The imaging (PACS – Picture Archiving and Communication System) system, importing original DICOM files, even multi-gigabyte examinations, directly and quickly into the portal;
  • The diagnostic modalities, so patient data entered once in Teal reaches the examination device without being retyped.

The system serves 94 active users, with 40-50 concurrent daily users across reception, call center, nursing, technical staff, and physicians, each working under role-based access rights.

While introducing both a completely new operating system and a brand-new healthcare platform represented a significant organizational challenge, even a basic training for macOS and Teal was hard accepted by users, but most employees now prefer and even like the macOS environment, and Teal has become the center’s everyday working platform and as unexpected result – almost all users become Apple tech fans.

Improving every step of the patient journey

The impact of Teal has been profound, touching every aspect of CDG’s operations and elevating the patient experience.

By replacing fragmented, manual procedures with a unified digital ecosystem, the center has successfully eliminated administrative friction at every touchpoint.

Time savings and increased efficiency

By eliminating repetitive administrative tasks and streamlining time-consuming processes, CDG has significantly improved operational efficiency, allowing clinicians and technicians to devote more attention to patients during examinations.

  • Instant access to lab results & images

Lab results, once manually scanned and emailed, a slow and error-prone process, are now automatically imported and instantly available in the Patient Portal.

Medical images, which previously required waiting for CDs or slow transfers, can now be accessed in real time, reducing download times for large files from 20 minutes to just 2 minutes.

  • Frictionless data entry

The Modality Worklist integration has eliminated manual data entry into medical devices, saving over 5 minutes per examination while improving data accuracy.

  • A complete view of every patient

Radiologists and clinicians now have immediate access to each patient’s complete medical history, including previous examinations, reports, and laboratory results, in one place.

Instead of relying on paper records or searching across multiple systems, they have the information they need to make faster, better-informed decisions.

  • Streamlined reception and scheduling

A single unified dashboard has transformed how reception and call center teams work, bringing scheduling, invoicing, and payment tracking into one view.

Call center operators instantly see available slots across all rooms, while reception staff manage check-in, payments, and invoicing without ever leaving the system.

Improved patient experience

What began as a simple request for a portal to distribute PDF results has evolved into a cornerstone of CDG’s digital patient experience, fundamentally transforming how patients access and manage their health information.

The patient portal has been a game-changer. Adoption has grown from just 15% of patients in 2020 to more than 60% today, reflecting not only the platform’s ease of use but also the rapid digital transformation taking place across Moldova. As digital services become the norm, patients increasingly expect immediate, secure access to their healthcare information, and CDG has been able to meet those expectations.

Today patients can:

  • Receive their examination results immediately after their appointments.
  • Access high-quality DICOM images from any device.
  • Share secure QR codes with their physicians for instant access to medical records.
  • View their complete medical history online, without unnecessary delays.

The rapid adoption of the portal reflects a broader digital transformation taking place in Moldova. As citizens become increasingly comfortable accessing services online, the same expectations now extend to healthcare. A few years ago, very few patients requested online access to their medical records. Today, more than 60% actively use the portal, and this percentage continues to grow as digital healthcare becomes the new standard in Moldova.

A platform designed for continuous evolution

As CDG continues to invest in top-of-the-line diagnostic machinery, Teal is built to grow right alongside it.

The center has ambitious plans for what comes next:

  • GDPR module expansion: Enhancing the audit and security features to ensure full compliance with Moldova’s data protection laws. This will include detailed access logs and role-based permissions to track user activity.
  • Analytics and reporting: Developing dashboards to track room efficiency, appointment completion rates, and revenue, providing actionable insights for management.
  • Marketing automation: Leveraging Teal’s patient database to create targeted campaigns, such as reminders for follow-up appointments or health check promotions.
  • AI integration: Exploring AI-driven tools to predict no-shows, optimize scheduling, and minimize risks associated with missed appointments.
  • VoIP integration: Replacing CDG’s analog phone system with a direct VoIP integration in Teal, improving call center efficiency and patient communication.
  • HR and management modules: Expanding Teal to include full HR functionalities, such as scheduling, payroll, and performance tracking.

What began as a practical need to replace an obsolete legacy system has grown into something far more transformative for CDG.

By stepping away from rigid, off-the-shelf software and embracing the flexibility of the Claris FileMaker platform, CDG didn’t just modernize its operations, it redefined what the patient journey could look like in the Republic of Moldova.
